The United Kingdom and the United States have hammered out a important trade agreement that will maintain zero duties on UK pharmaceutical shipments going into the American market.

Agreement Details of the Accord

Under the terms of the agreement, the UK has pledged to increase spending on drugs through the public health system. This commitment ensures that import taxes on these vital products will remain at zero for a timeframe of 36 months.

This development follows previous threats to significantly raise tariffs on patented pharmaceutical products, with figures floated as high as 100%.

"This deal between the Britain strengthens the global environment for innovative medicines and introduces long-overdue fairness to U.S.–U.K. medicine commerce," a release declared.

Commercial Significance

Medicines are one of the the United Kingdom's largest export categories to the America, which is clearly the biggest buyer for large UK drugmakers.

Export figures indicate that in the year to the end of the third quarter, the UK exported drugs valued at over eleven billion pounds to the US. This amount represented nearly one-fifth of total UK exports in that span.

"This guarantee safeguards work, increases funding and paves the way for the UK to establish itself as a global hub for life sciences," the Business and Trade Secretary commented.

Detailed UK Commitments

The agreement involves several key pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the price threshold at which it considers new treatments to be too expensive by a quarter.
  • Increased NHS Spending: There is a aim to double total public funding on medicines from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The amount manufacturers must refund to the NHS to control costs will be restricted at fifteen percent. Previously, rebates were more than twenty percent.

Recent Tensions

The pact comes amid a ongoing dispute between the drug companies and the British authorities over drug pricing and regulatory access.

These tensions were exacerbated by arguments that US consumers were paying several times more for the equivalent treatments than consumers in the UK and Europe.

In recent months, several large drug company projects in the UK have been halted or cancelled, while major investments have been pledged toward American operations.

A senior figure publicly accepted that the NHS had to spend more on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its resources over the previous ten-year period.
